CI pipeline failing repeatedly

What it is

The repository's CI has failed on a large share of recent runs.

Why it matters

A pipeline that is usually red stops being a signal. People merge over it because it is "always broken", and the one failure that was a genuine regression is indistinguishable from the noise.

How to fix it

Fix or quarantine the failing checks so green means something again. Flaky tests should be marked and tracked rather than left to fail intermittently, which is what teaches everyone to ignore the result.
