Neon Cost Code quality

Preview/feature branch accumulating compute with no expiry

Part of the Cost & ops health check · fix arrives as a guide

What it is

A preview or feature branch is accumulating compute usage with no expiry set.

Why it matters

Branches created for work that has since finished stay indefinitely, and each keeps starting compute whenever something connects. The cost is spread across many small branches rather than one obvious line.

How to fix it

Set an expiry when creating preview branches so cleanup is automatic, and delete the ones tied to closed pull requests now. A branch tied to a merged PR has no reason to outlive it.
